A score of 20% would still mean that you didnt pass, at least in our grade system. You would need at least 50% for that.

But, I agree, have those 20%, and a nice "better luck next time" with it.

You forgot 6 capital letters. Five of them at the begining of a sentence, one should be the first letter of the name "Norman".

"neibours" is not right, "neighbours" is.

"comand" is wrong, "command" is correct.

Also, if you are quoting someone (Norman, in this case), it would be good if you were to put it like this: "Woof".

Tho... For Normie the issue probably isnt language... Im guessing he can speak (unless he was brought up by bears - which isnt all that unlikely), he just cant read and write.
